CONSTITUTION

Ownership of Teams

The fantasy leagues that are the American Football League-(AFL) and National Football League-(NFL) are yearly leagues.  The AFL and NFL are both made up of 12 teams in three divisions of four teams each.  There will be a draft every year and everyone goes back into the draft each year.  The owners are the lifeblood of the league and must live up to the responsibilities in the league-(i.e. turning in a starting lineup, making trades and paying league fees on time).  The owners must let the commissioner’s office know by 31 July if they intend to participate in the league for that year.

Makeup of Team Rosters

Teams in the AFL and NFL must have a roster of eighteen players/defense/special teams.  You must have 3 Quarterbacks, 4 Running Backs, 4 Wide Receivers, 2 Tight Ends, 2 Kickers and 2 Defense/Special Teams.  You will also have one flex player which will be either a RB or WR.  You may also have one player on the injured list.

Flex Position Slot

Each team in the AFL/NFL will have one flex player position.  That player will either be a RB or WR.  You can drop that flex player but you can only replace that flex player with another flex at that same position.  During the draft you must announce that this is your flex position when you make your selection.

Injured List

To place a player on the Injured List he must be listed as Doubtful or Out in the Wednesday NFL Injury Report.  You can pick up a player to replace him but you have to decide by the next week if that player is upgraded to Probable or Questionable if you are going to keep the injured player or the drop/add player.  If that injured player is still Doubtful or Out then it will roll over.  Now if the owner does not tell the commissioner office which player he is going to keep by Friday if the injured player is upgraded to Playing, Probable or Questionable then the commissioner office will automatically drop the drop/add player.  Also with the injured list you can take it off a player and put it on another injured player.  But when you take it off the first injured player you must either drop the injured player or the drop/add player to put the tag on another player on your roster.

Teams Starting Lineups

You must start each week in the NFL/AFL 1 Quarterback, 2 Running Backs, 2 Wide Receivers, 1 Tight End, 1 Kicker and 1 Defense/Special Teams.  You may also start 1 Quarterback, 1 Running Back, 3 Wide Receivers, 1 Tight End, 1 Kicker and 1 Defense/Special Teams.  You must submit your lineup to the commissioners’ office by 12:30pm Sunday.  If there is a player that is playing in a Thursday game you must notify the commissioner by 11:30am Thursday or if they are playing a Saturday game they must notify your commissioner office by 12:00pm Saturday by either email, phone or in person.  There will be no exceptions to this deadline.  If you fail to turn in a lineup for week 1 then either you are SOL-(Forfeit the Game) or more than likely the commissioner will put in a generic lineup that you will not like.  You can contact AFL Commissioner Steve McStoots at Booya@insightbb.com or by calling 418-8834 or NFL Commissioner Gene Gallon at MaizeandBlue2u@msn.com or by calling 457-1858.

Regular Season

The AFL/NFL is a Head to Head Matchup league.  You will play 12 regular season games.  You will play 6 games against division opponents and 6 against non division opponents that in your league.  There will be No Inter League play except for the AFL-NFL Undisputed Championship Game-(The Super Bowl).  The AFL members will play the AFL members only during the regular season and playoffs and the NFL members will play the NFL members only during the regular season and playoffs.

Playoffs and Championship

The playoffs start during Week 13 of the real NFL Season.  The six total division winners of the AFL and NFL will automatically make the playoffs with 3 Wildcard teams in that particular league.  The Wildcard teams will be the 3 teams with the best record in that particular league that is NOT A DIVISION CHAMPION.  The top two Division Champions in the AFL-NFL that has the best records will receive an automatic bye for the 1st  round while the 3rd Division Champion in the AFL and NFL will not receive that bye and will play a home game in the 1st round of the playoffs against the worst of the 3 Wildcard teams.  It will be just like the old NFL Playoff format when it had 3 divisions in each conference with 3 Wildcard teams.  Any questions can and will be answered by either Steve McStoots or Gene Gallon.  

Continued Playoffs and  Championship

The teams with the best overall record in that particular league will get Home Field Advantage throughout the playoffs BUT the home field will be knocked down from 3 points to 2 points, remember THERE IS NO HOME FIELD ADVANTAGE IN THE SUPERBOWL.  The AFL Title Game and NFL Title Game will take place during Week 15 of the real NFL season and the Super Bowl which is for the undisputed championship is Week 16 of the real NFL season.

Tie Breakers in Game

For regular season games there are no tie breakers.  If you tie your opponents score then it is considered a tie in the record and standings.  During the playoffs there are no ties and if you are tied the tie breaker is the potential points on your roster.  If it is still tied then the Power Rankings and if it is still even then a coin toss will break the tie.

Home Field Advantage

Each team in the AFL/NFL will have a home field advantage during the regular season.  The Home Field Advantage will be two points to the home team.  Each team will play six home games during the regular season.  During the playoffs the designated home team will have Home Field Advantage.  There is no Home Field Advantage in the Super Bowl. 

Drop/Adds

You are allowed 2 Drop/Adds per week and one per day.  You are allowed to go over 2 players if you are using it to replace an injured player who is Doubtful or Out that week.  The Drop/Add deadline for the week is on Thursday at 11:30pm and Drop/Adds will end on the Thursday before Week 10.  After Week 10 you can only replace an injured player if they are listed as Doubtful or Out or if they are cut by their real NFL team or if they are Deactivated for the remainder of the real NFL season or if the NFL or real NFL team suspends that player for the remainder of the real NFL season.  You must drop the player that is cut, deactivated or suspended in order to add a player at that same position.  There is no drop/add which includes cut, deactivated, suspended players or injured players pickups during the playoffs.  Remember there is only one injured player slot.

Trades

You can trade with members of your own league but not with members of the other league.  The trade deadline for each week is Thursday at 11:30pm.  The traded players will be eligible for that Sunday unless there is an Owner or Commissioner inquiry.  Also you can‘t trade the same players back and forth between the same two teams and you are only allow to trade a maximum of 2 players at a time from 1 team.  No more than 4 players are allowed in any trade transaction.  A decision on whether a trade will go through during a Commissioner or Owner inquiry will be resolved by that Friday.  It will NOT drag out one way or another.  Any Thursday game the trade deadline is on that Wednesday at 11:30pm.  The season trade deadline is the Thursday before Week 6 of the Real NFL Season.

League Fees, Draft Date/Draft Rules and Transaction Deadlines

AFL/NFL league fees are $50.00s for 2007 but will increase to $75.00s for 2008 because FFLM is going to discontinue their software service and is basically going with the online version of their system.  It is the same company but different system which is website based and not PC software based.  Since we have 24 teams with 2 Leagues with each league having some of the same players-(example The 187s had Steve Jackson in the AFL and Giant Killers had Steve Jackson in the NFL) it forced us to get the Deluxe system.   The new MyFantasyLeague.com is between $139.90-$159.90 per year with web site maintenance averaging around $45.00s per year.  An advantage of the new system is that it will have live scoring and it will allow you to put in your starting lineup yourself.  League fees are due on draft day which is 19 August 2007 at Old Chicago Pizza on 9010 Taylorsville Rd.  The NFL draft will start on that day at 11:00-11:30am- and the AFL Draft will start between 1:30-2:00pm on that same day.  The draft will consist of 18 rounds which will be serpentine and you will have 1 minute to make your draft selection.  You will have 1 minute to select your draft pick.  If you do not make your draft selection in your allotted time then the team behind can jump in front of you and make their selection. 

If you have made arrangements or already paid your league fees and end up missing your draft that league commissioner will draft for your team.  They must take a predetermined position within the Top 3 available on Footballguru.com, The Huddle.com or Football Injuries.com Positional Draft Cheat Sheet or The Huddle.com Customized Cheat Sheet in the draft packet.  This is unless the commissioner already knows the order of players/position you are going to draft.  Here is the order.  1st Round RB, 2nd Round QB, 3rd Round RB, 4th Round RB, 5th Round WR, 6th Round WR, 7th Round Def/ST, 8th Round TE, 9th Round RB, 10th Round QB, 11th Round WR, 12th Round WR, 13th Round Flex Position-(RB/WR), 14th Round QB, 15th Round Def/ST, 16th Round TE, 17th Round K, 18th Round K.    

League Fees Payout Breakdown and AFL/NFL Expenses

2007

League Fees $50.00s Dollars, total pool net amount after maintenance fees is $1100.00.  AFL/NFL Maintenance fee is $100.00s-(Went $100.00s over budget due to force website and fantasy software change from FFLM to MyFantasyLeague.com, Trophies & Web Site).  League payouts Division Champ total $300.00s-($50.00 per division winner), Power Ranking Regular Season winners-(Number 1 Power Rank team I AFL & NFL) payout $100.00s-($50.00 per team).  AFL/NFL League Champs $400.00s-($200.00 per team) and Super Bowl Champ $300.00s.

2008

League Fees $75.00s Dollars, total pool net amount after maintenance fees is $1600.00.  AFL/NFL Maintenance fee is $200.00s-(MyFantasyLeague.com, Trophies & Web site).  League payouts Division Champ total $300.00s-($75.00 per division winner), Power Ranking Regular Season winners-(Number 1 Power Rank team in the AFL & NFL) payout is $150.00s-($75.00s per team).  AFL/NFL League Runner up $150.00s-($75.00s per team), AFL/NFL League Champs $600.00s-($300.00 per team) and Super Bowl Champ $400.00s.

Owners Rights

A.    The right to vote and make changes in the scoring rules.  Need seven out of twelve votes for a rule changes in each league.  Scoring rule votes will take place between the end of the Super Bowl to prior to six weeks before that next season draft.

B.    The right to make trades and draft choices

C.    The right to challenge a trade, this is done by asking for a vote.  The person asking for the vote and the trade parties do not vote.  It is a majority of the rest of the members in that particular league.

D.   The right to overrule a commissioner on trade/transaction issues.  You need a 6-4 vote to override a commissioner veto of a trade/transaction.

Commissioner Powers

A.    To make the schedule.

B.    To adjust the defense/special teams scoring rules.

C.    The right to call for a scoring rule vote from the end of the Super Bowl up to 6 weeks prior to the draft and it will take affect that coming season.

D.   To approve or disapprove trades. 

E.    The right to bring in new owners.

F.    The right to remove owners in the AFL-NFL.  This will be only done in extreme cases.

G.      The right to set the rules and regulations of the draft and to run the draft in an orderly and professional manner.

H.  The rights to make rule changes that are not scoring rules.
